While it would be easier to label 'the Guild' as a bunch of murderers, thieves, and thugs for hire, they fill several necessary roles within the Empire, particularly for the 49 Houses. They often act as deniable enforcers of the Houses' will, sent to remind people of their obligations to those who look after their interests, or to quietly settle matters that don't lend themselves to the vagaries of court. They also offer protective services to businesses operating in large cities that aren't already under the protection of the Houses. While this may sound like extortion, they also ensure that few dare burglarize or threaten those under their protection, and that those who do are dealt with appropriately. While they are not associated with the Glories, some are members of both, and the Glories are not above using their extensive web of contacts and information to help maintain order. After all, an orderly society is good for business, and the Guild, above all things, is full of business folk.
